Trump's Progressive Warning Overlooks Europe's Real Danger: Technological Decline.

Donald Trump's security policy document presents a misguided assessment of the European Union. It claims that open-border policies and so-called "woke" policies represent an existential threat to European civilization. Yet, this argument is based on a serious misinterpretation of the reality. The actual challenge confronting the EU is not cultural but economic and technological lag.

A Glaring Growth Divide Separating Europe and the US

Statistics reveal a sobering contrast. From 2008 and 2023, American economic output surged by 87%, compared to a mere thirteen and a half percent increase for the EU. During this time, EU GDP per capita dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major European economies like France and Italy.

Currently, roughly 50% of the world’s 50 largest technology firms are US-based, while only four are from Europe.

The Technological Shortfall: A Critical Problem

The growing disparity stems from stronger productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The scene of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into companies valued at over $10bn, compared with just 14 in the European continent.

This disparity prompts a vital issue: As the competition for future industries like semiconductors, AI, and fusion energy, where does the EU stand? Experts widely agree it is largely a contest between two between the United States and China, with Europe starting at a clear handicap.

Root Causes of Europe's Innovation Gap

A number of major factors explain this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. Europe still lacks a genuine capital markets union, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A US startup can introduce a service under a single regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is split among 27 different national systems, creating significant market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, there are reasons for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Notable analyses on European competitiveness and the single market point to the need for major reforms.

With the right incentives and regulatory reforms, these assets might enable much higher degrees of commercial innovation.

Europe retains considerable strengths: skilled workforce, excellent education systems, and premier research institutions. Coupled with a large internal market and substantial household savings, these elements have the potential to trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in creating next-generation tech, it can still significantly increase productivity by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now faces a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. However, if it fails to take decisive action to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
